New EU-India Cooperation

Virkkunen launched the European Legal Gateway Office alongside India’s Minister of External Affairs, Subrahmanyam Jaishankar. First announced by President Ursula von der Leyen at the 16th EU-India Summit, the office aims to connect European companies with India’s ICT talent pool, opening pathways for students, researchers and professionals to work across EU member states.

The Commission also launched the Frontier AI Grand Challenge, an EU-wide competition to drive the development of sovereign, large-scale European AI models — a direct response to concerns about Europe’s dependence on US and Chinese AI technology.

Healthcare and Expert Initiatives

Two calls for expression of interest were issued as part of the Commission’s Apply AI Strategy. The first invites healthcare organisations across Europe to join a network of AI-powered screening centres focused on cancer and cardiovascular prevention, early detection and diagnosis. The second establishes an expert forum on frontier AI to map existing EU efforts and identify opportunities and challenges.

The summit signals the EU’s intent to position itself as both an AI developer and a global governance partner. The Frontier AI Grand Challenge, in particular, marks a concrete step toward building European alternatives to dominant US and Chinese AI models — a priority that will define the bloc’s technology strategy over the coming years.
